Towards adequate social protection of LGBT people and their parents.

Short description of the aims and activities:

The main goal: social protection system adapted to the needs of LGBT people and their families adequately respond to their needs.

Target 1: Within 12 months to elaborate system of monitoring and evaluation in the social welfare centers which underwent basic trainings of Rainbow Association in order to monitor the quality of services provided to LGBT people and their families.

Target 2: Within 12 months to create a social service that will do the standardization of social services for LGBT people and their families to meet their current needs.

Target 3: Within 6 months to write recommendations for changes and / or amendments to the Law on Social Protection for the purpose of lobbying for the same order after the standardization of social services for LGBT people and their families, the associations of citizens as provided for by law and could not adequately extend social services.

Target 4: Within 8 months to promote in medias the five-year program of RAINBOW Association “The response of the system of social protection to the needs of LGBT people and their families” in order to as meny as possible LGBT people and their families receive services from an educated staff of social welfare centers.

Team of RAINBOW Association will together with the staff of the Centers for Social Welfare (hereafter CSW) elaborate system MIE order to be able to measure and evaluate in the future the quality of work, professional people from the CSW that have passed our basic training.

Through focus groups with LGBT people and their families and professional staff CSW, create social service, which will be to standardized social services that fully meets the needs of LGBT people and their families, to fill the present gap.

Expert consultant will write a report, after a detailed analysis of the Law on Social Protection, which will be used for the purpose of lobbying for changes and/ or additions of law, in order to enable it to associations of citizens as provided therein indeed are social service providers. The process of lobbying will ensue as part of our five-year program.

Since the RAINBOW Association educated 25% of the total number of professional people in Serbia are working in the field of social protection, it is necessary to be by a media campaign, inform LGBT people and their families about the educated staff, what we intend to do, through field work, via websites, TV and radio shows and interviews for print medias.


Prevention of HIV/AIDS and other STD`s in local communities

Starting date and duration of the project: : 01.01.2015 – 31.12.2015 (12 months).

Short description of the aims and activities:
Goal: To stop the spreading of HIV infection and other STD`s among populations that are on higher risk. By increasing the knowledge, lead to reduction of risky sexual practices among 25% of users. Also, with cooperation with local partners to secure the project sustainability, services availability, promotion of human rights and reduction of violence and discrimination.
Specific Goal 1: In time period of 12 months, implement 180 field activities with the goal of counseling and testing of citizens on HIV/AIDS and other STD`s.
Activity 1.1: on monthly basis, implement 15 field activities, together with the team of field(outreach) workers, which will have 2 persons.
Two times a month, go to the cities and municipalities which are supporting us financially. Because of reasonable spending or resources, combine few cities and municipalities, and implement activities in one same day. Medical technicians will be provided by the health institutions in those cities and municipalities.
When it comes about cities and municipalities that are NOT supporting us financially, services will be implemented only by demand of users, and because of reasonable spending of resources, number of people who demanded our service, should be at least 10. In that case, operational costs would be reimbursed by the users. If we take into account that the number is going to be at least 10 of them, biggest amount of operational cost would be 975.00 RSD.
Activity 1.2: field activities on referral by the CSW, because Rainbow Association has established system of referral, and also M&E with 146 CSW through entire Serbia. Within the protocol, CSW can send us their users. Big parts of users in the system of social protection are persons with higher risk (MSM, IDU, SW, Roma and est.) and persons who live with HIV/AIDS. After agreed protocol, CSW are sending us users, with standardized referral, and we also send users to them.
For users that receive social help, we provide our services for free and other users pay full amount of travel expenses of outreach team.
Activity 1.3: Services of counseling, medical consultations, peer education and also info about Rainbow Association`s work and activities, making schedules for demanded services, will be provided by the info telephone, Skype and e/mail.
Working hours: Every day during the Managing Board standard working schedule, from 09h till 13h.
Specific Goal 2: In time period of 12 months, in each municipality, implement 2 public activities of DPST (voluntary, confidential counseling and testing) with cooperation of local partners in those cities and municipalities that decided to give us financial support.
Activity 2.1: In cities and municipalities that gives us financial support, 2 times a year ( first time from April to June, and second time from October till 10th of December), to organize street activities of promotion of DPST and services of Rainbow Association. Team that implements those activities will have 3 members of Rainbow Association outreach team. Presence of medias and local partners is necessary. Street activities last 120 minutes, and because of reasonable spending of resources, organize few activities for few cities in the same day.
Specific Goal 3: In time period of 12 months, within the outreach activities provide support for persons who live with HIV/AIDS, with the goal of positive prevention.
Activity 3.1: When we are going to implement outreach activities, we will contact our users who live with HIV/AIDS and collect information whether they need some of our services, and if they need it, we put them in our main schedule.
Activity 3.2: Services of counseling, medical consultations, peer education and also info about Rainbow Association`s work and activities, making schedules for demanded services, services of providing support for people who live with HIV/AIDS will be provided by the info telephone, Skype and e/mail.
Working hours: Every day during the Managing Board standard working schedule, from 09h till 13h.


Collect contaminated medical waste of unknown origin (CCMWUO)

Short description of the aims and activities:

Rainbow Asociation has two educated filed(outreach) team, that on voluntary bases, without any compensation collect CCMWUO. If you perhaps know the location of these kind of waste, please feel free to contact us 015/341-525 i 065/468-86-82.
Rainbow Association has tried, twice, to get resources from Sabac municipality, to buy protect eqyipment, and they didn’t help us. Second time that we tried, we seeked for resources through the competition for SCO`s but the competition was canceled with explanation that “neither one project proposal was not good enough, and it will not increase the quality of life for the citizens of Sabac”.


Monitoring of public institutions work

On request of citizens of Sabac city, we are helping them to solve some of the problems(subjects) if public institutions are not solving them on schedule, or by opinion of citizens, inadequately.
